I was able to fully fund my 2k7 IRA with 4k. I am now working on a goal for the 2k8 for 5k

Your a lot heavier in international then me (I am about 20% intl and 80% US). Your also heavy in Latin America. Looks like a lot of risk in emerging economies, but as long as you and your wife are comfortable, that's all that matters.
Instead of an EF, ST, LT funds, you might want to lump all tha into EF for now. You may alos want to stop your IRA contributions to pay down the CC before they readjust. But it looks like your on the right path. 2,000 pay down in march, not too shabby.

EF funds is my next goal is to combine into one as will probably cut the funding to $35 a week to pay down some more cc.

But then again, it is true that Latin America is an emerging power.... So, I'll take a look into that.
